VSS overwrites checked out files.

Sometimes VSS overwrites my checked out files, in turn I lose every modification made in the file. Every VSS user here uses the same working folder. Is this a problem?

Yes, that should be the cause of the issue. In your case, every change that other users make will affect you. It is recommended that each user has their own working folder.
