I cannot see how to assign an issue to a particular person (in a group) and then have an email automatically sent to that person with the information about the incident or issue

To assign an issue to a user, you need to pick the user in the Assigned To field combo box when you are editing the issue.

For issues that are only assignable to the member/user of a particular group, you can set the Allowable Values field rule of the Assigned To field: ... tm?Page=43

To send notification to user, you can user Notification Manager: ... tm?Page=61

The upcoming Issue Tracking Anywhere 3.2 will allow you have more control over the notification event.
