Is there a well defined strategy that appropriate for my case? Should I create 3 separate databases or just put them in 1 database?

You can just put them in one database.

When you finish developing a project, you can move the project from Development folder to Testing. And then to Production.

If you want to develop on the basis of a stable version, you can use Share&Branch features.
